Unknown NCSD #1 Tie Tack Pin with Cowboy and Tower

This pin features the letters NCSD stacked vertically alongside the number 1 in yellow enamel. Within the number 1 is an image of a cowboy on horseback positioned in front of a tower. The bold lettering combined with western imagery gives the piece a distinct frontier inspired aesthetic.
